Fire at Bordumsa
ITANAGAR, Dec 20: Six shops were gutted and as many damaged partially in a major fire which broke out at Bordumsa market today afternoon.
Although the properties lost and damaged are not yet estimated, the loss in the fire is expected to cross more than Rs one crore as shops gutted in the fire included wholesale dealer of Hindustan Lever and cosmetics and the biggest IMFL retailer of Bordumsa.
Preliminary reports suggest that fire appeared to have originated from a small hotel.
Fire tenders from IOC, Assam Govt. and Namsai were pressed into service along with administration, police and 8 Bihar Regiment, CRPF personnel and general public of Bordumsa to contain the fire. The Administration led by Additional Deputy Commissioner Kento Riba said that water tanker of NEC contractor M/S Valecha and tractor equipped with water sprayer of Rohtash Singh had rendered commendable job in dousing the devastating fire.
He further acknowledged the service rendered by IOC, in absence of fire service in Bordumsa.
Administration has decided to pay Rs 4000 each to the owners of damaged shop and Rs. 1000 each to owners of partially damaged as immediate relief.
A board for assessment of damages has been constituted who will submit their reports within seven days time.

ITANAGAR, Dec 20: All Arunachal Pradesh Sarva Shiksha Abhiyan Teachers Association (AASSATA) has appealed to the state government to create sufficient posts, particularly AT and JT to regularize the services of more than 600 teachers serving under SSA on contract basis.
Though the Government’s recent initiative to absorb SSA teachers is a welcome step, it will take authority more than 4 to 5 decades to regularize the services of all the SSA teachers, if the present trend of picking two or three teachers continues. Moreover, many of them (SSA teachers) have already crossed their upper age limit to secure a Govt job. Further, regularization of some of the SSA teachers will make difference in status as well as service length with other SSA teachers who were appointed on the same day and same year, it said.

ALSU expresses concern over attacks on Arunachalee students
ITANAGAR, Dec 20: Arunachal Law Students Union (ALSU) has expressed serious concern over attack on Arunachalee students in Tamil Nadu.
In a release ALSU claimed that beside local students teachers have been found acting against interest of Arunachalee students.
Because of the act of intimidation by local students, many Arunachalee students have left their colleges and it is hampering their academic aspects, the Union stated.
ALSU has urged Arunachal government to immediately take up the matter of security for Arunachalee students with its Tamil Nadu counterpart.

ITANAGAR, Dec 20: Adi Students Union has rejected the Arunachal Teachers Association (ATA)’s claim of innocence of Government Higher Secondary School Aalo vice principal Jomdo Lona and described the call for his revocation regarding the Tamar Yorpen suicide case as immature and baseless. A state level professional and respected organisation like Arunachal Teachers Association should not jump into conclusion without knowing the full facts and details of the incident due to which a life of a student was lost and many other students were rusticated from school, it said in a release.
It should act as a self regulator of its own members who bring shame to the hallowed teaching fraternity, it added.
It appealed to the Arunachal Teachers Association to refrain from making such comments without knowing the facts when concerned government authorities are investigating into the case. It further called upon the ATA to support the victim’s family and weed out the black sheep within the teacher fraternity.

Tuki showers developmental package
AALO, Dec 20: The people of Aalo, mostly in colorful traditional attires today had a special reason to smile. On his maiden tour to West Kameng as Chief Minister Nabam Tuki today announced a series of developmental packages for the district.
Tuki, while addressing a public meeting here this morning, announced several crores of rupees for infrastructural development particularly in Aalo, the district headquarters.
Among the various packages announced by the chief minister, establishment of a general hospital besides construction of an ultra modern circuit house, cultural centre and a heritage building of the Paktu Ao clan for preservation of their rich cultural heritage were prominent. To a demand for establishment of a sessions court in the district, Tuki assured his cooperation but said that he would have to first study the official intricacies and then place it in the Cabinet for final approval.
Emphasizing judicious utilization of all central funds, the Chief Minister called for creating a congenial atmosphere in the district so as to invite outside investments.

Referring to the health sector, Tuki announced of introducing health insurance scheme in the state soon to help the needy patient.
He also announced revival of the defunct fruit processing industry at Nigmoi near here, to benefit the horticulture farmers of the district known as the ‘orange bowl’ of the state.
Disclosing that steps have been taken for empowering the Panchyati Raj system in the state, Tuki said that the government would soon provide an amount of one crore each for 16 districts of the state for construction of offices for Zila Parishad chairmen.
Tuki also congratulated the people for change in nomenclature from Galong to Galo tribe, which has been finally fulfilled with the Parliament passing the bill yesterday.
“The Lok Sabha yesterday passed the amendment bill for changing the nomenclature to Galo from Galong by removing the suffix ‘ng’, a genuine demand the community had been making since years,” he said.
Later, talking to reporters Tuki informed that the bill passed by the Lok Sabha would be raised in the Rajya Sabha for consideration and passing before sending it to the President for her assent before the final gazette notification being issued by the Union Ministry of Tribal Affairs. Forest division seize carcass of wildlife
ITANAGAR, Dec 20: The patrolling squad of the Hapoli Forest Division seized carcass of wildlife from the Tata Sumos coming from Raga, Tamen, Boasimla, and Yurkum today.
It included two Barking Deer, two Flying Squirrel, one Khaleez pheasant and eight Mountain imperial pigeon.
However, no one claimed responsibility of the carcass and the transport agencies has been warned not to carry any type of wildlife products either dead or alive in future. However, investigation was launched to trace out the source of origin of the carcass. The carcass were brought to the Divisional Office, Hapoli and destroyed by burning in presence of the magistrate.
The intensive day and night patrolling will be continued in the entire jurisdiction of Lower Subansiri district to check and stop wildlife offences.

Rice variety from Apatani plateau harvested in Mechuka valley
ITANAGAR, Dec 20: In a one of its initiatives, Future Generations Arunachal (FGA) successfully introduced rice variety from Apatani Plateau in Mechuka Valley.
The Apatani rice variety was introduced on an experimental basis to see whether the alpine area rice variety would be suitable because of the similar climatic condition of Mechuka and Apatani plateau. From earlier trials by the farmers, it was found that the rice variety of the tropical areas like Assam did not grow well in the alpine climate of Mechuka. To carry out this experiment, FGA mobilized the women’s group led by Lindu Goiba of Dorjeeling village of Mechuka valley to cultivate the rice variety brought from Ziro.
Earlier, the women’s group members from the village were sent to Ziro for an exposure visit to get a firsthand experience of rice cultivation technique of the Apatani community. After coming back from the exposure trip, the women’s group started cultivation of rice in a 15 x 20 meter size plot of land. The first batch of paddy crop was harvested last month. The total yield was 27 bags of paddy from the plot. With this successful experiment the women’s group of FGA now plans to increase rice cultivation in their land.
This exercise is a successful demonstration of one community learning from the best practices of another community.
With extensive cultivation of rice by the villagers, the food security could significantly improve in Mechuka valley. The partnership and support of the State Government can further broad based this small effort to cover the whole of Mechuka valley. In this way, most of the fallow land of Mechuka valley can be brought under cultivation.
The example of FGA women’s group is also being emulated by other community members. Villagers like Kamlera Morsing also started rice cultivation in his land after seeing the rice cultivation of Lindu Goiba and her group.
Besides growing rice, now some farmers have also started rearing fish in Mechuka.

In the same manner, women group members are also growing vegetables in the kitchen gardens. This initiative has improved nutritional intake as well as the income of the villagers. Now, these women’s group is also actively working with the agriculture department in many of its schemes and programmes.
Learning from the success of rice cultivation experiment, now the farmers like Dorji Khandu Goiba of Dorjeeling village also wants to grow Apatani bamboo in the region. Successful import of Apatani bamboo will greatly enhance the availability of local material for daily usages. Most of the empty slopes of the valley are very suitable for Bamboo plantation. Support and partnership of the State Government with the local community can make this materialize. One day, in the near future perhaps one may see groves of Apatani bamboo in Mechuka valley.

PASIGHAT, Dec 20: The ongoing blockade by the All Assam Students’ Union (AASU) and Krishak Mukti Sangram Somiti (KMSS) at Lakhimpur, Assam against Subansiri Lower power project has badly affected the three Siang districts of Arunachal. The indefinite blockade, which entered fourth day today, has resulted in halt in supply of fuel and essential commodities to the districts.
It is worth mentioning that the agitating organizations are intensifying their ongoing movement against the construction of mega dam in Subansiri River at Gerukamukh.
They have alleged the National Hydroelectric Power Corporation (NHPC) of failing to act on the recommendation of an expert panel that pointed out perils of ongoing 2000 MW Subansiri Lower Hydro Electric Power Project.
The protesting organizations have been blocking movement of vehicles carrying construction materials and fuel to the project site at Gerukamukh and thereby sending strong message to the authority to stop the dam construction. It is alleged by the protestors that a lot of trucks ladden with material and oil tankers have entered the project site using papers fraudulently against some other companies and oil depots in Arunachal. The protestors to check the practice have blocked all material laden trucks and fuel tankers at Lakhimpur is causing acute fuel crisis in Siang belt.
Oil tankers have reportedly been stranded at Lakhimpur for the last three days. Scarcity of petrol and diesel has also hit the public hard as depot owners in the district have failed to refill petroleum products for the days, which has pushed the administration to reserve the remaining fuels. The East Siang Deputy Commissioner today moved the Lakhimpur Deputy Commissioner for releasing the detained vehicles including the oil tankers, which are on the way to Arunachal.
“Lakhimpur DC has assured us to allow the vehicles after a negotiation with the protestors. The outcome is expected early morning tomorrow”, said East Siang DC Talem Tapok, while talking to The Arunachal Times this evening.

ITANAGAR, Dec 20: Education Minister Bosiram Siram urged the Union Ministry of Human Resource Development (MHRD) and National Council of Educational Research and Training (NCERT) to give special attention towards the newly created State Council of Educational Research and Training (SCERT) in Arunachal Pradesh for its expansion and strengthening by extending financial, technical and academic support.
Attending the 49th General Council Meeting of NCERT in New Delhi today, Siram said
that Arunachal Pradesh was in a major policy shift to improve the quality of education;
and keeping it in view the state Government has taken the decision to upgrade the
State Institute of Education (SIE) to SCERT, an exercised options for using only
NCERT and CBSE books. He made aware the NCERT officials about the non availability
of the textbooks and requested for timely supply of textbooks and also to avoid mid

ANINI, Dec 20: A team 36 students comprising 19 boys and 17 girls of Govt. Higher Secondary School, Anini returned home after educational tour of Tawang, Bomdila and Kaziranga National Park which started on December 9.
The Educational tour was sponsored by the District Administration of Dibang Valley. The team was escorted by Rinchin Tsetim Khom, AMDO and Asha Pulu as a guide of the team.
The tour aimed to give the students an exposure to various flora and fauna, historical monuments, hospitality, culture and tradition of other areas.
In Tawang, the team visited Tawang Monastery, the birth place of H.H the 6th Dalai Lama, 1962 war memorial at Tawang , Jaswantgarh Memorial of 1962 war at Nuranang Battle field and other infrastructural developments sites of Tawang. The team also visited the state funeral site of late Chief Minister Dorjee Khandu and paid their homage.
And in West Kameng, the team visited hot water Spring at Dirang, Chilipam Monastery at Rupa, Gontse Gaden Rabgyaling Monastery at Bomdila, Orchid Research Centre at Tipi.
Kaziranga National Park visit was another unforgettable experience for the students as getting to watch wild animals in close range was a life time experience. DIPRO

Constitutional Lokpal gets Cabinet clearance
Anna to go ahead with fast from Dec 27
New Delhi, Dec 20: The Union Cabinet tonight approved a historic bill for creation of a Lokpal with Constitutional status that will have no control over CBI but brings within its purview the Prime Minister with a number of safeguards.
Not succumbing to Anna Hazare's demand for inclusion of CBI under Lokpal, the government also decided against hiving off of the prosecution wing of the CBI.
After two days of intense drafting by a group of ministers and officials, the new draft of Constitution (Amendment) Bill was cleared at a special Cabinet meeting that lasted 70 minutes.
The bill will be introduced in Lok Sabha on Thursday and the existing one, introduced in August, would be withdrawn.

The bill provides for the Prime Minister to be brought under the purview of the Lokpal with certain safeguards that keep out aspects like international relations, public order, atomic energy, space, internal and external security from inquiry.

"Now it is another chapter of cheating. It is an insult to Parliament that they have brought a separate Citizens' Charter. They say I have insulted Parliament, that I don't listen to Parliament. But it is them who have insulted Parliament. They don't trust Parliament," he said.
Maintaining that the government's intentions on bringing an effective Lokpal bill were "suspect", Hazare said the government was ignoring the "voice of the people".
"The common man's life has become miserable due to all-

Hazare's decision to go ahead with his protest plans came as government planned to exclude CBI from the control of Lokpal. Earlier, Team Anna had indicated that Hazare may not go ahead with his plans if Parliament session is extended to pass Lokpal Bill. PTI

We need to draw the line somewhere

It is in response to the hue and cry doing round in Arunachal Pradesh Public Service
Commission (APPSC) premise these days. Newspapers are daily filled with the demand
for re-
First of all, the Commission would lose whatever credibility it has left with, forever. And it would be deemed as a very weak and fragile body, which could be easily dictated at the whims and fancy of few individuals and organizations.
Secondly, it would set a very bad precedence and would affect all future exams conducted by the Commission. After all, it’s human nature to get desperate after every failure. And thirdly, the morale of the 49 candidates who have painstakingly qualified the written exam would be hit very hard.
As “A candidate” on 17th December (A mistake needs a correction), himself mentioned that sometimes even more talented candidates get disqualified due to bad luck. So it will be really unfair to put those 49 candidates on luck test again because lady luck may not smile at all of them next time again.
Argument for and against the fresh examination can go on forever, if we wish to do
so. But we do need to draw line somewhere. In my view, no meritorious candidate should
be deprived of his/her right to sit in viva-
And I think the Commission has given everyone a fair chance to get their marks re-

So why don’t we let this exam pass peacefully and prepare for the next exam whole heartedly? By dragging on this issue we are only creating problem rather than solving any. This way we are only denying ourselves a chance to sit in fresh exam immediately. Because for now it’s the Commission versus the written disqualified candidates, and it will become tripartite struggle if the Commission take any wrong decision. And this scenario will make whole process stalled and diminish any chance of fresh recruitment immediately in near future. And I know no one would want that to happen.
If the Commission gives in to the illegitimate demand of few unscrupulous individuals and organizations meekly, it stands to lose its trustworthiness and the sanctity. It’s the high time for the Secretary and the Chairman of APPSC to prove that the institution called APPSC is still sacrosanct.

of Arunachal Times, whether they are sure that they really deserve it? If so, why

Regarding comparisons with UPSC etc, I have never heard of it committing the same mistake. And, in University or college exams, they might err in evaluation process in one or two cases unlike the blunder committed by APPSC.
My beloved qualified candidates who oppose the re-
Moreover, some of the candidate belongs to poor families and they have even sold their mithun, cows & local ornaments etc in order to attend coaching classes. Who knows some of them might have done better than those who qualified but due to their misfortune they couldn't be in the list.

Dear Editor,
It is heartening to hear about the recent postponement of the interview for A.E(civil) by the Public service Commission. What amazes and intrigues us is in the way it was done. As I learned it was done after extreme intimidation, threat and dire pressure from few vested aspirants with goons in the evening before the due date. We vehemently deplore the nature of the protest and not the merit of the dispute. In any case the commission have given on its own without the injunction of the court more than 3 weeks to address any concern of all the aspirants. Besides there is always the option to approach the High court for justice. Put your grievance before the commission or High court, instead of making unfounded charges and demands, that makes whole thing laughable.
I appeal them to honour and value the sacrifices, dedication and hard work of their fellow aspirants who have come this far of the competition. Let’s not take anything away from them and malign them in a sense.

After reading about the way the APPSC conducted the exams for engineers, I am having doubts about them conducting the APPSC mains exams. How could they let this blunder happen? The only way to instill back the trust of this institution ,is the present members should resign from their post voluntarily on moral grounds.
Every society has its culturally defined goals like earning money, owning a car etc.
In order to achieve this, in a balanced society, the society defines culturally accepted
ways to achieve the goals, through hard work innovation determination but in the
land of khusi-
As such Arunachali society is unbalanced and unstable. Our society has fallen so low there is no more space to fall, we can only climb up from here.
